Well, in a day or so I'll be able to initiate a criminal case accusing you 
of not assigning anyone :)

Proto: Amend Rule 1868 by removing the requirement to make an assignment if 
there are no qualified judges.  There are other situations where this 
could come up; such as a criminal case if everyone were hugging, or an 
equity case if there was a contest that everyone was part of.
