Actually, I'm just tired of people voting 31415926xFOR and making me
do the lookup for them.  You're right, though, this should automatically
invalidate unprotected votes beyond the first (say) two per entity.

Can a statement of this be punished under Rule 2149?

No, because they actually do cast all those votes (some of which are
then invalidated at the end of the voting period).
