The reason we repealed the Stare Decisis in the first place was that
it was just never very useful.  Inquiry cases tend to have rather
opaque statements like "Player X performed action Y at time Z." which
tell you nothing about what was actually at issue.

Also, you probably want to restrict the Stare Decisis to only include
Inquiry cases.
