This appears to allow a question to have more than one judgement
assigned to it.  This could come up if the original judgement was
appealed, e.g.

Also, making status a switch would require the CotC's report to
include the status of *every* judicial question, rather than just the
ones that are currently open, suspended, or requiring a judge.
