Hmm.  I intended that the palette win would actually require every
colour in the game, so I'm opposed to your "Easier chromatic wins".

I actually thought that the palette win was inadvertently impossible,
but kept quiet about it until now.  When did Gray VCs get repealed?

What you suggest here is an intermediate situation.  I fear that we
might end up with twenty uncommon colours, and getting six different
ones would not be difficult.  Not sure about this.

It can be tweaked if we start heading in that direction.  Requiring
some defined-as-rare colors that are particularly difficult to get
might be useful.

On the other hand, there's nothing (except the voters' sense of good
taste) preventing a proposal from bribing supporters with six different
colors of VC, including but not limited to those defined by the rules.
