It was recently one one; the reason it was raised to four was to prevent VC hoarders from having a decisive advantage immediately after a VVLOP reset. If you're going to do this, you should include something else to compensate for that effect, such as resetting VCs as well. On another note, I'm slightly opposed to an earned citizenship proposal in general; we want to attract new players, not drive them off. -root
