I think that neither this message nor the previous fulfilled all of the requirements of Rule 208. This does not clearly identify the options available (among other things), and the tally in the previous was incorrect.

I believe that the options-available requirement is implicitly
fulfilled by clearly indicating that the decision being resolved
is whether to adopt a proposal.  The tally issue is fuzzy.  Various
fixes coming up...
