The more I consider it I don't think that rule restricts Agora. The
rule-change must be voted on, but there is no rule that prevents it
from passing, regardless of what the votes are.
I call for judgment on the following:
Gunner Nomic 2.0 has allowed Agora unrestricted access to change its ruleset.

As long as the change is voted on in Agora, it should be fine. But
theoretically speaking, Agora could attempt to make a change that
wasn't voted upon.
