Change the Power of Rule 2126 (Voting Credits) to 2,
This rule change standing alone has been voted down twice (while also,
curiously, failing quorum both times).
I'll takes my chances.
a) A player may spend one VC to increase another player's
voting limit on ordinary proposals by one.
Not requiring a specific colour or any colour mixing means that this
will continue to provide an unchecked positive feedback.
b) A player may spend two VCs of different colors to increase
eir own voting limit on ordinary proposals by one.
c) A player may spend two VCs of different colors to decrease
another player's voting limit on ordinary proposals by one
(to a minimum of zero).
No one ever does these, because they're less efficient than (a).
How about changing (b) to require three VCs of different colours and (a)
to require two VCs of different colours? That narrows the gap between
(a) and (b), and puts a brake on (a).
Hmm, I suppose you're right.
Rule 2136/0 (Power=1)
Contests
Extraneous text in the proposal.
This should have been "Amend Rule 2136 to read:".
You appear not to change R2136,
I reintroduce the Scorekeepor, and clean up the language a bit.

Parties are used in the "what if you're supposed to lose a Red VC
but you haven't got any?" clause. They're also intended to inspire
additional uses.
