From my reading, "Mother, May I?" will allow such 17-digit
monstrosities, - "the full implications [...] should be understood and
carefully weighed" - this doesn't require any such consideration, merely
encourages it - and point (b) would force the successor to follow it.

Perhaps excessively increasing the number could be a violation of the
rule punishable by CFJ, and a new form of Judicial order be created to
allow the numbering to be reset when needed?
