It makes it difficult to adopt a proposal that only a few people
bothered to read and vote on, or that is backed by a small group
of scamsters exploiting a rule bug, or a small group of players
with high VLOP.

The Speaker can rubberstamp ordinary proposals down to quorum of
3, but a group of 4 players can make proposals AI=1.1 and thus
democratic.

I somehow mis-wrote Rule 2144 (Limited Partnerships) such that
it fails to prevent a repeat of the HPn scam, but I believe some
fix legislation is currently in the pipeline (and besides, who
would want to directly copy a recent scam?)
