It prevents scams wherein a small minority of players pass any proposal they want by conspiring to be the only ones who vote on it. I would support a compromise here. A multi-part formula with the values (e.g.) ceil(0.66 NEV) for NEV <= 6; ceil(0.5 NEV) for 6 < NEV <= 12; ceil(0.33 NEV) for NEV > 12 would be identical to the current formula in the limit but would yield more reasonable values in the low range. -root
