A head tax. Periodically used in the UK, most recently from 1989 to 1993, provoking widespread riots and jailing quite a number of people for non-payment. It's a highly regressive taxation system, topped in those stakes almost solely by the French monarchial system under which the aristocracy and clergy were exempt from all taxes. We tried, some years ago, a system where some players would by design end up committing crimes due to lack of currency. It was back when we had Blots, as a measure of misdemeanouritude, and established the currency Indulgences, being the negative of Blots. For a while we worked with the total number of Indulgences in the game being -1, so that it was impossible for all players to be Immaculate (having zero Blots) simultaneously. It was No Fun. -zefram
