This raises much the same questions as Suber's R101, except that it's
a much woollier construction.  Does a "responsibility" amount to an
obligation?  I think I'd judge that it does not actually impose any
obligation, unlike the original R101, but merely stipulates that if a
player violates the rules then it is that player, and not anyone else,
who the rules are permitted to punish.

The most recent phrasing was "All players must abide by the rules...." I can bring that phrasing back, if desirable. Or I can use "obligation."
