I'm not sure we've been consistent enough in interpreting the difference between "may not" "can not" and "shall not" in the rules to say definitively that a judge would distinguish between these and/or map them to "illegal" "impossible" or "invalid" in the intended way. Hence, my suggestion to clarify your proposed NoT rule at the outset. -Goethe
