I don't see how this can be taken to support your deemonic theory.
I think that for actions over which a player has a choice, "I deem Y to be X" and "I choose Y to be X" and "I announce Y to be X" are contextually and legally synonymous (the latter assuming it is in fact an announcement). I may be missing something subtle, though.
