R1677/14 was in effect at the time of the CFJ and is in the 21-March
Ruleset that I just read, mentioning the draws. A minor point, but
you might want to doublecheck if you're using wrong version of other
rules.
Pending draws were undefined at TOCFJ, and therefore unregulated.
The correct copy of R1677 contains pretty direct regulation:
As soon as possible after the beginning of a player's Grace
Period, the Registrar shall announce eir arrival. This
announcement grants the player three free pending draws.
That's what makes the difficulty. There is a very specific
regulation for pending draws in R1677/14, but no definition
other than common english that we fall back on by R754.
it seems to me that draws could not be fulfilled in a way that
modified card holdings. Based on that reasoning, I am now inclined
to rule FALSE.
Nonwithstanding my notes above, I'd find this is a very reasonable
conclusion, as long as it's based on the correct Rule versions!
