No, I'm not. Somehow I slipped a year -- I must have been using the SLR dated 21 March 2005, instead of 20 March or 27 March 2006. Let's try this again, with the correct SLR of 27 March 2006. First, Goethe is correct about R754/5 clause (6). Second, pending draws are mentioned in several rules -- 1677/14, 2074/1, 2075/8, 2083/2, 2121/0, and 2089/8 -- but are never defined in the SLR @ TOCFJ. Therefore, under R754 (6), we must fall back on the standard meaning of "pending draws." Third, R101/2 (c) still applies. The conventional meaning of what a pending draw is, does nothing to address how a pending draw may be satisfied. On this basis, I am still inclined to rule FALSE. Here's a curious side effect. R101 says that an action may be performed if it is not regulated.
