I object to the above-quoted intent.

I am also pretty shocked that players just voted it through; as some
other players suspected, I was planning a scam to try to cause the
proposal to become adopted despite not having enough votes. But if it
passes naturally, I'll take that! (The forcethrough scam had a lot of
moving parts and it was likely that at least one of them would break
even though all of them seemed individually likely to work, so having
the proposal pass using unforced votes somewhat increases the odds of
the scam working.)

That said, that means there's still potentially a proposal forcethrough
scam in the ruleset! I might try deploying it some time later on,
because it would be a shame to let it go to waste.

They don't, they will have power 2 (the rule does try to create them at
power 3 but rule 105 will reduce the power of the created rule to 2).
