Proposal 7641 [1] successfully amended rule 1023, including adding elements to both the top list and a sub-list, using very similar syntax.

Without additional archeology I don't know exactly what the requirements for rule changes were at the time. Others have informally described the current requirements as less strict than the past, though, and if this syntax sufficed for proposal 7641 back then, it should suffice for proposal 9123 now.
