Science -- the aspect of "intelligence" that places value on discovering
what 'is" without regard to what "ought" to be the case -- is "unbiased
intelligence".  Any decisions made by a purely scientific intelligence
allocate resources toward disambiguating measurements regarding what "is"
the case.

Technology is another matter.  Technology places utility on what "ought" to
be.
