No, it's always an insult.  It's widely considered a denigrating term, and the 
meanings of words that are broadly agreed upon by society don't change just 
because you want them to.
If it's *not* an insult then why are you so set on using it, when there are 
other, more polite words available to you?
Leaving words aside, the fact that you're more worried about black people 
stealing software than you are about people in general stealing software, would 
seem to reveal your racist intent.
