Some do share the GIS data.  Others don't.
Some honestly don't have the data in a GIS format.  Like some local co-op or 
what have you.

For the rest who won't share they'll probably tell you it's sensitive or 
proprietary, but my suspicion is they just don't want to make it too easy.  
Think about it from their perspective:  The PSC says they have to allow access 
to their poles, they're forced to calculate the rent using a cost recovery 
formula (i.e. No profit on the rent), and they're not allowed to earn anything 
from the engineering or make-ready.  So third party attachers add effort and 
liability while generating zero revenue.  Putting myself in their shoes, I'd do 
whatever the law required me to do, but I wouldn't hold anyone's hand or do 
anything to help them more than I have to.  If they're particularly UN-helpful 
the PSC will scold them, but I bet they walk that line as closely as they can.

I've wondered if I should inquire to the PSC about the topic of GIS data, but 
I'm not inclined to cry to mommy unless all other options are exhausted.

I wonder why the electric company won’t release the information.  They don’t 
have it?  They want to charge for it?  They regard it as sensitive information, 
like they don’t want terrorists or competitors to know where the poles are?



If you deploy and seek pole attachment rights, they will have to share 
information, and if not, you might want to find out they are going to be 
uncooperative sooner rather than later.



But maybe some money would grease the skids?

What brought the idea to mind is a neighboring county has public GIS data 
showing utility pole locations, and it was created last year.  The description 
on the data set says it was created using aerial photography.  I don't know if 
that means they had somebody sit there and click a button on every pole, or if 
they had some kind of tool that did it automatically.



There are also other utilities who are fussy about sharing data or who don't 
have it, as you mentioned.  It would just be convenient to have a fallback 
method for high level planning.  It wouldn't have to be perfect.  It would just 
have to be good enough to estimate how much is aerial vs underground, how much 
is backyard poles vs street side poles, etc.



If I do find something, I'll certainly share.  I'm a team player.

I've got an Elco that won't share GIS data on their poles, but I did find 
aerial imagery of the whole area with 3" resolution.
