What brought the idea to mind is a neighboring county has public GIS data showing utility pole locations, and it was created last year. The description on the data set says it was created using aerial photography. I don't know if that means they had somebody sit there and click a button on every pole, or if they had some kind of tool that did it automatically. There are also other utilities who are fussy about sharing data or who don't have it, as you mentioned. It would just be convenient to have a fallback method for high level planning. It wouldn't have to be perfect. It would just have to be good enough to estimate how much is aerial vs underground, how much is backyard poles vs street side poles, etc. If I do find something, I'll certainly share.
