First, what resolution clutter data are you looking for? Second, you can
use GDAL to translate from geotiff to just about anything, you just have to
know how. It's been a minute since I've used the lcv stuff as there is
newer and better clutter available for free, but you might research gdal
and the lcv file format for how to get the geotiff data into the right
format.
