Maybe some local or regional airports are unworthy of fiber.

I don’t know, this promotional video from L3Harris mentions microwave, 
satellite and cellular, I didn’t see anything about fiber although it’s hard to 
believe there’s no fiber in the mix.  Lots of photos of microwave dishes though.

This document talks about an optical backbone but also cites terrestrial,
