Wave-PRO at 4 miles will maintain a link up to 34mm/hr. According to the ITU rain zone table for K, this will be exceeded 0.01% of the year, which is roughly 1 hr/year. During that period, you still have the 5Ghz radio to fall back on. Seems like a reasonable compromise given the immense delta in cost and licensing fees between the 2 solutions.
If you have the budget and get an 11Ghz channel pair coordinated, go for it, it will be more reliable. I would use Aviat radios though.
