If work reimburses you for your personal phone, then it's just a personal phone in name only. It might as well be a work phone.

Say personally you love XYZ app. Work determines it to be a security risk and removes it. Who wins that fight? Say they have a personal Dropbox that automatically uploads work files to their space as opposed to (or in addition to) the work OneDrive or Google Drive? She was responsible for backing up all of her her photos, etc, before turning it in to be wiped, this was all spelled out and approved by her before she made the decision to get her email on her personal phone. So as long as it's spelled out to the employee, it sounds like there are options that are vetted to allow personal devices access to the corporate network.
