Pay extra for testing, or do your own testing?  The difference may not be 
manufacturing process but testing.  Of if they know they all pass, then just 
labeling.

Yeah, I get that the distance marking is not real, and that's why I was looking 
at the light budget.  Initially, I was looking because I have 20km transceivers 
on hand and a path that's something like 27km.  I was trying to determine if it 
was even worth trying the 20k's.  Apparently yes, it is.

The 20k 40k 80k definition on these is marketing fluff. you have to look at the 
actual specifications and calculate it to your network. There is a difference 
in quality though. The shorter distance lower priced ones you will usually find 
they will be on the low end of the range. Also the minimum RX level is like the 
same as a radio. Yeah you can get a link at a -14, but that may not be error 
free. The minimum is the lowest lite level the sensor can really see. when you 
get into longer distance optics things like dispersion come in to play too. If 
your network is good Ive seen 40k optics go 70k and 80k go over 100k.
