The spec sheet does say guaranteed minimum link budget of 10dB.  Even at 
minimum tx power of +1 to Rx sensitivity of -14.4 that's still over 15dB.
The 20km unit supposedly has lower reflectance too.  There's some math here 
beyond my pay grade, or yeah maybe the specs are just wrong.

I guess I'll ask the source.

That's definitely true, but that affects how the light budget is consumed not 
how much I start with.  They give me the same Tx power and Rx sensitivity 
regardless of which frequency I pick.

What am I missing?   These seem roughly equivalent.  What makes one of them 
more appropriate for the 40km distance?

I looked at Precision OT as well.  Their 40km CWDM SFP+ has a power budget of 
about 20dB, and they don't even make a 20km one.  Could this be kind of like 
CPUs where the 20km ones are just 40's that didn't test well?
