I did this just with a simple 24VDC Relay to turn on and off lights in a
building. Turned on and off the POE in the mikrotik to turn the
building lights on and off. Just wired it in parallel with the wall
switch, so either could control them.
How is the Hotspot powered? Via USB 5V? I've used a couple POE to USB
power adapters. Takes the POE input, and gives 5VDC in a USB plug. I
use them on my streaming devices to cut down on wires, since the POE
provides Data and Power to the FireTV/GoogleTV, eliminates the extra USB
Connector.

Logic behind this is I have a mikrotik doing a VPN connected to a
hotspot in a remote area and when it has issues they want me to reboot
the hotspot. That's a 30 mile drive.
