You could just use a solid state relay that is closed with the presence
of a voltage. Many that I've used will accept anything from ~~ 3VDC to
32VDC.

Logic behind this is I have a mikrotik doing a VPN connected to a
hotspot in a remote area and when it has issues they want me to reboot
the hotspot. That's a 30 mile drive.
