I'm guessing some sort of ferrite for emi/emc shielding. Not 100% sure as I've never seen or heard of it being deployed this way.
Is it rubbery or more like hard compressed pieces. I.E dried out licorice (rubbery) vs smarties (compressed sugar)? If it's hard and seems like compressed powder that's more like ferrite. Either way, I'm guessing it's fine. Looks more like a CYA or pass FCC test type of thing.
