vtext.com is low effort and when it works great, but if it doesn't work you're SOL. You get what you pay for.
For power outages & major events I use https://emailtovoice.net/ - Powercode or whatever will send an email to 1231231...@service.org and their system turns it into a voice call + text to speech. I can grasp what the situation is while driving/walking/digging/etc after hitting answer. For texting use Twilio's API and your system. With both services combined I think we're at something like $10/mo.
