There's a few companies and organizations with their own GeoIP databases,
Maxmind is the biggest, and there is a funny (and frightening) story about
the risk in those assumptions:

Most companies try to do the work themselves to reduce the risk of networks
faking their location. Maxmind allows users to request updates at
