Pretty sure those services infer location based on data collected from 3rd parties.  Cell phone data, what WiFi SSID's you see, Cell phone locations, etc.  Often they can get it exactly right, sometimes they only get the right state.  There's someplace in the middle of Kansas which is the gelocation coordinate for IP's where they only know it's in the USA and can't be any more sure than that

If they're wrong now, they'll become right over time as the companies get usage data.
