So when I see the following, I use the "coordinated" power from this section to set maximum ATPC power, 26 in this case

EIRP (dBm) 63.7 63.7
But the Adaptive modulation sheet shows coordinated power all the way up to
29
Am I missing out on 3dBm I could be using during fade?
