If you're multihomed (talking BGP with your peers/providers), you automatically qualify for a /24 of IPv4 space. So one path is to apply for an ASN, and address space. They will ask for an accounting of how you plan to use the IP addresses. I'm sure there are plenty here that would share the documentation they've used so you can see how to do things. It *is* possible to get ARIN to approve a request with the first submittal, but most of the time they will ask for clarification. Often several times. Just answer what they're asking -- they're really trying to guide you to the point where your submission is accepted. Call them if you need a human to talk through any of the points. They're very open and helpful. If you register as an ISP, the yearly cost is based on the cost of the block of space you are allocated -- see the fee schedule on their website. Alternatively, you register as an end-user the cost is $150/resource.
