What does "guarantee" mean?

Maybe if you fail the test, you can take the course again for free?

Doing some more googling around, it looks like there are some online course 
prep 'schools'  They're all <$300 and guarantee passing the 
test.  That doesn't seem too bad.   Now, how to choose which one.
