They make 1U outlet strips.  Face it towards the back.  Power cord comes out back of device so if outlets face rear the cords don't have to circle around the rack.  Lacing bar on back of rack at same height as power strip.

If it's just for a device here or there, then we don't need to occupy more than that single RU.

A fancy man like you could probably cut the duplex outlet pattern out of the back of a generic sheet metal enclosure, wire a few outlets in the back, and feed it with an appliance cord.  Lots of room in a 2U locking enclosure for relays and junk if you want to remote control those outlets.  Someone could even make a product out of that.  Just sayin.

It depends on how much load per rack.  Will you have 100w per rack for 40 racks, or 1 rack with 3990w of load, and 10 racks with 1w.  Each rack on it's own circuit, or just daisy chained together?
