I believe this was asked of the OET years ago and they agreed with you.

Was looking over the Part 15 rules.  

What is it that would cause a subscriber unit in a PtMP system to not be 
considered PtP when returning to the tower?

employ transmitting antennas with directional gain greater than 6 dBi without 
any corresponding reduction in transmitter conducted power.”


A subscriber unit, unless it’s some kind of relay, is a PtP device.
