For 48VDC I would actually prefer to see MOVs rather than (or in addition to) silicon avalanche diodes. You’d never put an MOV across an Ethernet data line, but this is power, and MOVs can take a punch.
Purewave used to recommend a device I think the model number was PP1, I don’t know who made it, and it doesn’t appear to be sold anymore. But it had MOVs and maybe some other stuff. Also had a light you could see from the ground which was surprisingly useful. I don’t think it had an internal fuse. I’d probably put that at the bottom, and maybe not a second surge protector.
