Maybe these folks don't trust their tap water?  The fluoride is a Communist plot to make us all sterile.  Ya gotta preserve the precious bodily fluids.

Seriously though, we get flooding here on a fairly routine basis, and when there's floodwater in the wells the town will tell you not to drink the water.  Just fill a bathtub and you'll have 40-80 gallons stored which is more than a person is going to carry home from Costco.  Bottled beer is cheaper than bottled water.  Use your money to stockpile beer instead.
