When the equipment floats it "rides" the surge wave like you would as a
surfer on a board. So the 18 VDC is relative and the strike just changes
the voltage it relates to. At least that is my simpletons understanding. I
don't know if the design changes and the protocols being used needed a
tighter reference to ground to make sens of the higher QUAM or what. But,
those were the days.
