You may use the following report types to get the audience information in the 
UI that you are looking for:

user_list
user_interest
combined_audience (In-market and affinity)

As for setting the audience when a campaign is created, I am afraid that there 
is currently no sample implementation for your use case. You will need to 
implement create CampaignOperation, then 'create AdGroupCriterionOperation' or 
'create CampaignCriterionOperation' on your end. In addition, temporary IDs can 
also be used on your scenario and you can refer to this document to know how to 
implement it. "
