I am afraid that the Google Ads API does not support uploading of a CSV file. With this, you will need to create a process on your end that will get the information from the CSV file to be supplied with this implementation of uploading customer matches. "2. How to use the uploaded customer list to target my campaign?" You can use the CampaignCriterionService to associate customer lists to specific campaigns.
