Hi Alex, By default, new ad campaigns are set up to show ads across the entire network to give your ads the most visibility. If clicks are generated outside the "Google Network" despite disabling Search & Display Network from your Campaigns, you may reach out to the Product team via this link, for further assistance as they might check the checkbox settings under "Search Network," at the time of clicks occured.
