I am trying to create an ad group without any audience delivery restrictions that also has an increase bid for individuals belonging to a specific User List.
>From the documentation here <https://developers.google.com/google-ads/api/docs/remarketing/audience-types/website-visitors#targeting_ads_to_user_lists> it seems that creating a user_list AdGroupCriterion mapping an Ad Group to a User List allows you to set a bid modifier, however it also seems to restrict ads to only be delivered to the specified User List. Is the latter part not true?
