Hi cv, Based on my email back and forth with the API team, we've isolated some of the count I am not seeing are related to video campaigns which changes are not tracked by the API. I am able to get an accurate count with GetChangeDetails.php for the activity in the last week, so it does work to some extent. But for the month, there are a lot missing, and it will probably take time and effort to isolate what changes are not tracked. All in all, at this point I don't think the API could provide what we are looking for which is the count of "All Changes" in the ads.google.com UI.
