The UserListService and the user list report should return the audiences that have been created specifically within the client account. On the other hand, the campaign audience view and the ad group audience view reports should return the audiences that have been targeted at the campaign or ad group level, respectively. If the shared audiences were used and targeted at either level, then the statistics they generated should reflect in the said reports, however, they would be represented as either a campaign or ad group user list criterion. That said, there is currently no way via the APIs to directly retrieve shared audiences. For updates regarding this feature, you may keep an eye on our blog.
